I didn’t know what devolution is and had to do a web search.
The term relates to the way of governing of a country, and involves politics.
Currently the term decentralization relates more to technology but can be used in the context of politics as well.
We have a working example of devolution in Switzerland where there is a federation of cantons which have significant powers.
In addition proposed laws are accepted or rejected through direct voting of the residents.
In my personal opinion this is successful implementation of decentralization in the governing of a country. It is based on hundreds of years in tradition, ‘level headed’ decisions, no populism.
But it is not going to work in most of other countries in the world. We have the examples of what populism can do in the US (former president), UK (Brexit), Italy (former prime minister).
