Anyone can mint any number of NFTs on any smart contract capable blockchain.
The person minting is the owner of the NFT.
NFT are labels attached to items. When it comes to ownership of the item, for ex. an image it matters who created it.
If the NFT creator is not the same as image creator it matters if the image creator did allow use or if they did transfer ownership to the NFT creator.
